By the way you can free the pump sometimes by tapping the pump head,failing that you would have to remove the centre screw in pump head,you will get some water spray out,then use a screwdriver to free the pump shaft.

Ref to your question if you drain a rad down this will give you an expansion gap for now and will do the same job as expansion vessel short term ,if pressure ok after you try this will say poss blocked pipe to expansion vessel,let me know how u get on,

I would say that the pipe connected to the expansion vessel is blocked poss at connection end on pipe work inside boiler casing this will cause boiler to over pressure because no expansion from vessel,have you checked for leaks inside casing of boiler only need slight leaking joint to cause...
