Is it normal / acceptable practice to use internal mortar to mix with roof cement "as a smoother."

Thanks folks. Yes they said the tiles had lifted a bit and could lift further/ come off with a gust of wind. It's hard to find roofers that people I know would recommend. Asked around but half our neighbours have had cowboys.
