My parent's Cannon Camberly Double Oven has this same problem, however both the Top and Main Oven have the same problem. Would the remedy be the same as for just the main oven?

Recently my cannon camberley double oven has not been functioning properly. When I turn up either of the oven marks the oven flame stays the same at the start up level. I've tried cleaning the oven flame outlet with a used toothbrush and cloth. But that doesn't seem to help. Can anybody...
