Would like to put a shaving socket into the bathroom. Do I connect it to the lighting circuit or spur it off the ring main.

When an upstairs light was switched on today all of the upstairs lights went out, remainder of house OK. Have checked the breaker which has not tripped. Have swapped a breaker to see if that was the problem. Not sure what to do next. House is about 130 years old but fuse panel and wiring...
