Can Anyone recommend a good decent reliable heat only boiler

I have a baxi barcelona heat only boiler the problem is that the boiler won't fire but if I take off the out cover and the inner panelto expose the fan the boiler works perfectly well if I replace the inner panel the boiler will keep going until it reaches temp then stops but won't fire up again...
