    Like RobbieUk says, you'll need to block it using a sealer. Scraper wise, just a standard wallpaper/paint scrapper. If you not sure, then I'd recommend taking a picture of the condition of the area, and taking it to your diy shop for a suggestion. Just make sure it's sharp.

    Overdoing the footings will be a blessing in the future as the ground gets soggy, and allows the blocks to drop a tad lower. Saves you jacking up the frame I the future to add an additional block. See if you can 'sister' the lengths, and protect the ends of the wood with something to stop them...

    Scrape it off using a ....scraper :) then using white spirit on a small sponge, dab it on the patch and scrape off the excess left behind. Repeat till you're happy with the result. Latex gloves and goggles are a must. Or it's dermatitis and blurred vision for some time. :( Having said that...
