    With those floor coverings and such a thin screed I would not set back at all, there is very little thermal mass to hold the heat and what there is will be restricted by the insulative wood and carpet.

    Could be a minor leak on the oil line if it is sub-gravity, but need more detail like oil supply design, top exit/bottom exit tank, distance/height relative to the burner/tiger loop fitted etc.

    If its a combi it could be a plate pre-heat to speed up hot water response times which can usually be turned off.

    Have they fitted new TRV's by any chance and do you have a pipe running beneath each rad with the valves connected into it at each end of the rad, or does the pipework go into 1 rad valve and out of the other?     Replacing 3-way valve in wood-pellet boiler system

    Ben have you checked that there are no isolation valves on the flow, to and from the valve and the return connection, you have got the pump isolation valve (but wouldn't trust it). If you can post additional pictures or draw up a schematic there may be an easier option.
