Thanks for all the tips on here so far. Interestingly (I like to keep a positive spin on the many "features" of my previously unloved first home), there is also a nice set of notches under some of the joists (some are the same as the ones the builder notched) with a perpendicular beam...

Building control at the council just got back to me echoing what's been said here. Can anyone advise how difficult (and rough price) it would be for a full replacement of four the joists?

Spaced between a foot and 14" apart.

The room is approx 8'6" wide.

The joists are 6x2, the notches are all 2.5" - 3" deep. I'm wondering whether it's better to remove all the pipe, get the builder to send it out through the external wall? The notches at the ends of one of the joists is cut all the way to the end (as in, not a U cut), so no brace is possible...
