In fairness you are unsure of the engineers diagnosis and it sounds like the engineer is unsure. Not unreasonable to ask for advice in my opinion. Sounds like engineer is out of his depth and wants to throw parts at problem at your expense. I would search for propane installer. Hope this is of use.

Cap off/isolate cold mains to boiler,open/close/run all services, if all o.k. I would think it has to be an issue within/at boiler. Could be simply that the cold feed to boiler isn`t secured/clipped. Try running heating with mains isolated/disconnected. that shoud narrow it down.

Ebay. Buy all my gear from there and fit at a reasonable price. Taps are taps, toilets/basins are all china wherever you go. Don`t be taken in by brand names. Anything more complex like thermostatic showers etc are a little different.
