If you use neat PVA then paint won't stick to the the wall once it's dry. Use diluted emulsion paint. you'll need a couple of coats. I've seen others use diluted PVA on new plaster though. It's just something I don't do personally.

Put the gauge on it today it's showing 2.5 bar static. That's taken from the lowest outlet. Outside tap. Not had chance to do any more tests as at work.. But managed to get hold of water company who's saying my area is only getting 2.17 bar
