What would you say was best to choose?

OK so would I be best off stripping off the paint and sanding down the plaster?

Good Afternoon all. I have recently painted my hall and up the stairs and its dried up really patchey ive put at least 3 maybe even 4 coats on the walls now walls were bare plaster and were 50/50 paint and watered before I used full coat. Anyone got any ideas on how I can sort this or isit...
