Just wanted to report back, after I received a replacement panel all started working as expected. It's just a shame that that there is no good troubleshooting guide for non installer as that would be easier and would add to more customer satisfaction but whatever I got it to work in the...
There are lots of manuals available for so called NON installer BUT nothing like a troubleshooting guide where you can try to figure out the root cause of a certain problem, its a pity to be honest.

I am nearly sure that either the control panel or the GSM module itself is defective. The company I purchased the alarm system from is great and will replace the entire panel including the GSM module so that I will see very soon what happens with the new Kit
Does anyone know what it means if LED 2,3,4 of the GSM module are blinking ever 20sec? It's doesn't matter if ARC /SMS is enabled or not or the SIM card is plugged in or not it blinks anyway. Even I remove the module from the mains and reattach again the blinking of the three LED's every 20sec...

I have performed a clean start and disabled everything for now, will start tomorrow from scratch and see if I still have the modem fault as I assume then that the module is faulty.

How can one troubleshoot this? I don't want to send it back without knowing that the module is faulty.
I fired up my old HTC Wildfire and the SIM card it just working fine. I will try it once again today and see if that makes any difference after using a mobile :-) Perhaps the card should be plugged into a mobile first to work properly even that sounds not very logic but who knows.
I have installed the GSM-Kit-1 and everything is working as expected except the SMS part. I purchased a GiffGaff SIM card with £10 Top-UP and run through the setup like the one below:

Did you ever find out why content type 6 wasn't working for you? It seems that I get a line fault so something different but I am still interested why the content type 6 isn't working for you.
