You could go down insulation route, with some plasterboard on top of that which could work. Always go water resistant. I think it'd always be cold to some degree unless you get some electrics inside which you could use to heat it up. It depends what you want to use it for ? Summertime would be good.

I think it would depend on the development, area and overall size of the house but I guess you could suggest that living rooms have shrunk :)
