    You must have access to the roof somewhere in the house? If you're looking to extend into the roof, you'll need access to it anyway? Otherwise, as endecotp already said, put a hatch in - easy enough job to do and will cost you £30 - £50 for a fully functional loft hatch.

    I doubt any water is seeping in from the top - you've got a row of tiles under the top row of bricks which is there to stop any water seeping downwards. Most likely a break in a seal somewhere. Do you have pictures from the inside so that we can see the extent of the damp and where it is?
