I don't think @bernardgreen is saying that's the law.. just that his idea would actually prove competence (or incompetence as the case may be) The problem is how do you prove competence?

I think you've been strung up like a kipper.. did you watch him do the work? He probably pumped up the expansion vessel on the sly and then charged you for a pump should have asked for the old pump back.
