I would personally paint the stair case in a white gloss non drip paint. This paint is tough and durable for hardware. Difficult and messy however worth it the end. Good luck

The local authorities rules and regulations are ridicolous. However, they do what they like when they renovate or build new properties and don't take the current house owners views in to consideration.
