    Thanks, I do hear you, but I'm not talking about what BC will accept, I'm talking about whether the builder knew that 100mm was too thin. That's important because it lets me build a case for reimbursement/ammendment against the builder.

    This is what worries me: if you add insulation below, then the deck isn't as 'warm' as the room, so could collect condensation, requiring ventilation, like a cold roof. Not sure how likely that is with 100mm of solid insulation above though.

    Building regs L1B (https://www.gov.im/media/1346190/approved-document-l1b-2010.pdf) section 5, flat roof. Requirement is 0.18W/m2K, and yes, higher is worse, so must come in below 0.18.
