Thanks for your reply. I’ve been through the house and there is a real mixture of lock valves closed to open and not in a logical order ie downstairs two fully closed but top floor half open. So I’ve turned off system, closed all valves fully and turned all TRVs to zero. Plan is to now open...

I should add that he was attempting to balance the system. Is it possible that it could have been ‘balanced’ badly so that only the first two radiators closest to tanks work and all others are freezing?
