It only happens on the previous painted surfaces, I tested it with just water on the brush and the same thing happened in places. I am thinking maybe it’s not paint on the wall.

I am not sure what is on the wall, but when I have put the primer in it has started to bubble, only slightly & only in a few places, once it has dried, you can’t see the bubbles. I tested it with just water & again the same thing happened..a few bubbles, which then peels..

Please can someone give me advise, if I can emulsion straight on to this wall after I gave taken the wallpaper off. I have attached some photos, it looks like the plaster has been sealed or painted, as there is a very thin layer over the wall, but some patches it goes back to the plaster. Also...
