my dishes remain dirty in dishwasher, this is my second post so help would be appreciated the only way they are clean is if i add about 3 pints of water during cycle because the top sprayarm is not turning , anyone help please?

I have a full size Bosch d/w the top spray arm will not turn unless i add about 3 pints of water though the cycle which is not easy, any one any advice? cleaned the filters and arm but leaves dishes unclean!
