    Attached is basically what the agreed surveyor said, they say its redundant, but still want to move forward? Is it not possible that I pay for a site visit and they can determine that themselves and then let the neighbour know, thus putting an end to this matter?

    Yes if shower head is open then the hot water temp at other taps is 61-64. This is with all isolation valves open everywhere.

    Just tried this. Boiler set to 65, shower head open. Measured temp at other taps flowing consistently between 61-64.

    Nope. Shower I can't isolate and close. I already tried this and it makes no difference if all other hot valves (and cold) are closed.

    Another thing just noticed now. If I open the shower which now is barely lukewarm after trying different thermostat settings, the bathroom tap hot water is scalding. Sadly it doesn't work the other way. Either way I think the thermostat is faulty on shower. So would this cause the cross over if...
