Update - the pipe is dead! I can hack out the concrete and hacksaw it off below floor level, then put a plug of cement and pva or similar (as insurance in the very rare event there is some sort of leak in the street and it tries to escape through it)

Oof, that's confused me! I'll leave it as it is if it's very expensive. I just wanted it lowered below the floor. It's inside the house on the left of the door. The gas meter is outside the house, on the right side of the door.
