This was installed less than 2 years ago. For the last couple of months it has been misbehaving. When hot water is demanded it responds but after less than a minute instead of the flame modulating down - it switches off. This is intermittent - it will be OK for a couple of weeks at a time...

Why is a by-pass necessary? My daughter happens to have a Ravenheat boiler. Every radiator except the bathroom has a thermostat valve. The bathroom rad is permantly on and not easy to turn off. It is also quite close to the boiler so surely functions as a bypass.
