They are hidden fixings unable to get underneath

Hi how do we remove these toilet fixings . Unable to get screwdriver under flat plate. When you remove the white head there is a metal screw that goes round & round bottom plate does not move. Many Thanks for any advice as we really need a new toilet seat !
