We have taken the measurements from the fence which is in neighbour's land. 1m was shown in the approved planning drawing. Demolish and rebuilding will cost a lot as we have to move the steel structure in ground floor to support it.Can this be considered as human error as it is only 15cm?

We have to build 1m away from the neighbour's boundary for first floor extension as per planning permission. But our builder made mistake and left only 85cm. What issues can be raised with local authority if this is reported?
