Here is the screw - I have tried to chisel the side off but it’s completely stuck!

Hi all, some advice would be apprichiated. We have an old window where the clasp has broken (see pic) I have removed some paint to expose the screw but it appears to have fused with the bracket so doesn’t move. Im not sure how to remove this. Any suggestions? Thanks!
