Answered my own question. I just needed to be stronger and more confident. The bezel pulls off (used screwdriver to lever it off) with no turning required. The bulb is then exposed and can be replaced.

Help please - I have googled and YouYubed without success. A downlight has stopped working (others ok). I thought I could change the bulb as with the downlights in other room but no cigar this time. Like other posts it grudgingly rotates... but does not open up... Do I replace the whole unit...
