would the plate HE be blocked when my boiler is only 3 years old & what is likely to have caused this?

Can anyone help me, I have had hot water and no heating for a week now (it's been snowing today and v.cold). I have a potterton Performa 28 combi that is about 3 yrs old and so far have had 3 plumbers out all stating different problems! I am tearing my hair out wondering if anyone actually knows...
