Nothing altered anywhere in the system to my knowledge. Valves on affected towel rail are open.

I have an open vented system with a conventional boiler. Moved in recently and two heated towel rails came on with both heating and hot water. After a couple of weeks one towel rail has stopped coming on with the hot water. It still works fine when the heating is on! Any ideas? Cheers
