All the wall paper was wet so I removed it. Had it repointed externally but still wet patches

You can see staining and sometimes it feels a little wet to the touch and looks shiny/slimy

It has different settings on it. I had it on the building setting. It has a wood setting too.

No damp smell in the house at all
