Would a hook keep thenupper piece of metal up do yuo think? It’s not attached just the cable goes through the middle

We have a pendant light we would love to fit but it doesn’t have any fixture to fit it to the ceiling (brought second hand and nothing else came with it). It also doesn’t have any screw holes in the top piece. Does anyone know what kind of product we need to be able to fit it to the ceiling...

Thanks - in terms of the planning permission application would we need to get an architect to draw up plans before submitting? And is there a cost to applying for planning permission? Sorry we are very new to this kind of thing

We live in a two bed Victorian terrace, we are end of terrace. We are hoping to add a third bedroom. Can anyone advise if we may be able to build up on top of the ground floor extension? On the floor plan it says conservatory but this is a solid brick extension. What would we need to do for this...
