    The indentation in the bottom of the rim is designed to be a weep hole to allow any moisture to drain away. Condensation will form inside when the sun is shining on it in winter so you don't want it filling with rain water as well. Seal it as has been suggested, or you can do what ever you want...

    What is the connection to the exterior downspout like. Internally it can be just cut off but you will need to deal with the other end of it as well or you may cause yourself damp problems.
