Yes the top comes off, anyone know if I can test it to prove its defective?

This valve on my system seems to get very hot in operation and the lever doesent seem to do much. It is also noisy ie buzzing. This has been discovered because the boiler Glowworm 60FF is not always starting, is that connected? How hot should the valve get? Thanks in advance!
