Do you always need to use capping when running cables behind plaster ?. If not at what depth should the cable be ?

Hi We have a potterton netaheat boiler that is firing up OK and then after around 5-10 minutes the boiler cuts out. The pump still runs OK. The pilot light stays on. Any idea's ??
