dry lining should help.
Start the meter off on a known dry internal wall. This should give you a reading you can use as your norm.
Then use it on your external walls, you should get higher readings . If you get excessive higher readings you should try and trace why.
Be careful that its done properly . There are some horror stories that it has caused dampness.
I suspect that the cavity has not been filled properly and certain parts were not filled causing cold spots resulting in condensation.
