Completely "sooted up" and failed the emmission tests

I have a Stelrad Ideal Elan 2 boiler.It appears the heat exchanger is faulty and needs to be replaced.However my plumber says its impossible to get these now and is pushing to replace the whole system. Can anyone help ?.I understand the system is old and am planning to replace but not just yet...
