chased wall

Hi So the electrician filled chased walls and it looked like a Frankenstein job…. We hoped that hand sanding and applying some filler (poly filla - bad!) we could proceed and paint over but as you can see it looks awful. What can we do to fix it ? Use an electric sander and smooth ready mix...
