fitting loop

my boiler is showing f22 and 0.2 bar, i opened up the cupboard under it to repressurise but i cant find the filling loop. ive checked there, the cupboard under it, and even followed the cold water tap all the way to the stopcock. theres a braided cord sitting on top of the pipes not attached...
