tree fence garden

Hi, I had a fence installed about a year ago. Since then it has started to be pushed outward, presumably by the roots of an adjacent tree. The concrete gravel boards are beginning to crack too. What's the best way to fix this? Is there a long-term solution that doesn't involve have the tree...
