Problem: bathroom radiator does not heat up.

Have taken suggestions from this site but problem still continues.
1. Central Htg is fed by combi boiler
2. The pipe up to rad & thermostatic valve is hot but rad remains tepid.
3. Rad is full i.e. no air pockets.
4. New rad has been installed.
5. Feed is via microbore copper piping from HEP20 connectors (remainder of system is 15 mm copper piping and all rads are thermostatically controlled.)
6. Radiator only heats up successfully when all thermostats on other rads are closed.
 
thanks for suggestion re balancing the system. Bit nervous about doing that in case we make the situation worse, but we'll have a go.
