1800s house damp

Not a great pic, but gap when looking down on it, from our open window.
It is a maximum of 50cm wide.
I could just fit down it, but not sure i would be able to twist etc.
I have also found that all the way along is a concrete 'channel', for water drainage, which drains into their main drain.
the fence has been made in line with the wall, with a gate.

I have also ascertained that it is lime plaster on most of the walls, so we will be matching this.
The worst area of visible damp is where they have put new gypsum plaster.
Could it be as easy as replacing this with lime plaster? Would that stop the damp 'problem'?

Thanks.
