24kw or 30kw boiler for a flat

If the OP puts 4kw down the f & r at the correct flow rate for dt20 he's going to have issues with deposits in the pipes

All ideal heat onlys want 28mm primaries after 18kw for some reason. Going into new builds now where the plumbers are putting in 28mm primaries in for 12kw boilers 
Perhaps Storms could grace us with some calculations?
