adding new 'joists' in loft

Hello (I have read other similar topics but I thought I should include my own details and reasons for asking)
I intend doing the following in my loft and hope it's ok:
Fix new timber at right angles and on top of present joists before fixing loft boards.
The reasons for doing this are:
1. to potentially strengthen ceiling (although I am aware that I am adding weight
2. some of present joists are twisted slightly (Im not concerned structurally) and so floor boards wont necessarily sit nicely across 3 joists
3. I can fix new timber at intervals that suit standard floor board size and avoid cutting and wastage
4. with extra height I wont have to worry about pinching cables etc

Its a 1950s ex council semi detached. Joist are 4 inches depth. Centres of joists are about 15 inches apart (although this is not totally consistent)
If I can go ahead, what size timber should I buy? would 2inch by 2inch do the job
