Adding Radiator - Flow and Return

Hoping someone can help identify whether these pipes can be used to add a radiator to the existing system. The top pipe is a 22mm Flow with a drain valve on the end and the bottom is a return which has been capped after being reduced to 15mm.

Can a tee be inserted on the flow and the return just extended in 15mm or are the sections of pipe up to the drain valve / cap serving a purpose?

Hard to say without knowing what system you have and if those heating pipes are primary's
 
Thanks, it is an ideal Combi. These pipes are ground floor direct from the boiler. There is a tee taking the flow and return to upstairs and two other tees taking them to existing downstairs radiators.

If they are just standard flow and returns that may be setup as drains, though that cap suggests otherwise then as long as it follows normal system design standards and won't rob flow to other parts then no reason they can't be used.
