[b]Internal seals on Double glazed windows[/b]

hi
can any one tell me correctly when you close a double glazed window and lock it should it butt right up to the seal on the inside to stop draughts or should ther be a gap just all the windows in my new house dont butt up to the seal on the inside so do i need to get the building back to sort em out
