balancing the radiators

I've got a new gas central heating system including a Potterton boiler installed.I'm getting a noise of rushing water through the downstair and closest to the boiler radiators.I'm told that by balancing the radiators that this could solve my problem.Could anybody advise me how to balance the radiators?

get the installer back, it is part of what he was supposed to do.
