Baxi eco 80 DHW issue

flow pipe luke warm so diverter passing no matter how slight needs fixing first
 
Anyone have any idea as it's not the diverter valve.
Could it be a secondary heat exchanger issue? Getting expensive this information on here now.
 
For all the plummers out there it was the heat exchanger above the burner.
It would have been cheaper to buy a new boiler based on the answers I got on here.
Now I realise this forums only for wannabe plummers
