It's ok but quality is a huge problem because it's still very much a cottage industry. The reason it's difficult to get is because there simply isn't enough places processing the used oil. I'm not sure how much cooking oil gets used in the country but I'd hazard a guess that there's a few million litres a day so supply shouldn't be a problem.
Dependant on your make of diesel car, there are several options.
I could do a 5000 word missive here and now or you could go to any one of a hundered websites for advice.. Try this one for how to make your own
