Boggy lawn after next door put decking against the fence

Since our next door neighbour put some decking in their garden right up against their side of the fence, our lawn now does not drain and as a result is now very boggy.
It slopes a bit towards the fence and previously we never had a problem but now the rain water has nowhere to go.
Any ideas please what we can do (if anything)
