Broken window ledge - DIYable?

Access is a pain but can be done with ladders - I’m not sure if it’s worth replacing the whole sill with concrete or uPVC or repairing it - if it was repairable what would be the best way?

You can’t see it in the photo but where it broke off there is a piece of rusted rebar.
 
To tidy it up, I would look to fit a full width section, of UPVC fascia, cut to fit perfectly over that. It would need to be fitted with an adhesive, so it completely seals to the concrete, to prevent water getting in. The fascia, is cheap, and an L shape.
